PURPOSE AND EFFECT: The purpose and effect of the proposed rules and any newly created rules is to exercise the University’s Board of Trustees’ delegated authority pursuant to Section 377.705, Florida Statutes, to operate the Florida Solar Energy Center and to set standards for solar energy systems manufactured or sold in the State of Florida.

SUMMARY: Rules related to operations of the Florida Solar Energy Center, including standards for solar energy systems, manufactured or sold in the State of Florida, the establishment of criteria for testing performance of solar energy systems, the setting of fees to cover the costs of such testing, and the establishment of standards for acceptance of testing from other entities.

SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COST: No statement of estimated regulatory costs has been prepared.  Any person who wishes to provide information regarding the statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.
